New Mexico has a stormy gaming past. When the Indian Gaming Regulatory Act was passed by the House in 1989, it seemed like New Mexico would be one of the states to get on the American Indian casino craze. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King announced a working group in 1990 to discuss an accord with New Mexico American Indian tribes. When the panel arrived at an accord with 2 big local bands a year later, the Governor refused to sign the agreement. He held up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it seemed that Amerindian gambling in New Mexico was a certainty. But when the new Governor passed the accord with the Amerindian tribes, anti-gambling forces were able to tie the accord up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the accord, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full accord amongst the State of New Mexico and its American Indian bands. Ten years had been burned for gambling in New Mexico, which includes Indian casino Bingo.
The nonprofit Bingo business has increased from 1999. That year, New Mexico not for profit game owners acquired just $3,048. That climbed to $725,150 in 2000, and passed one million dollars in revenues in 2001. Non-profit Bingo revenues have grown steadily since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 grossed by the providers.
Bingo is categorically favored in New Mexico. All sorts of operators look for a slice of the action. Hopefully, the politicians are through batting around gambling as an important matter like they did back in the 1990’s. That’s without doubt wishful thinking.
